On October 15, Kang Yanmin, Secretary of the Cangzhou Municipal Party Committee, visited key enterprises, projects, and villages under paired assistance in the Bohai New Area and Huanghua City to conduct research and inspections. He emphasized the need to thoroughly implement the important instructions of General Secretary Xi Jinping and the decisions and deployments of the Party Central Committee, fully carry out the guiding principles and work requirements put forward by Wang Dongfeng, Secretary of the Provincial Party Committee, during his inspection and research tour in Cangzhou, seize opportunities, leverage our strengths, and unswervingly focus on and strengthen all aspects of our work. We must comprehensively promote the high-quality development of the coastal economic belt, accelerate the building of the province’s coastal economic belt into a leading region and a highland for reform and opening-up. Leaders from the Cangzhou Municipal Party Committee—He Chunjun, Li Huafeng, and Nie Jinchang—participated in the research and inspection activities.

Kang Yanmin visited key enterprises, projects, and villages under paired assistance—such as the Shijiazhuang Siyao Group Hebei Guangxiang Pharmaceutical Co., Ltd. in the Bohai New Area—to conduct on-site inspections of project construction, technological innovation, safe production, and rural revitalization efforts. At the sites, he studied and addressed existing issues and made arrangements for related work.

During his inspection and research visit to Guangxiang Pharmaceutical, part of the Shisi Pharmaceutical Group, Kang Yanmin carefully inquired with the company’s leaders about its industrial planning, production and operations, and project construction. He praised the company’s distinctive strengths and development advantages, as well as its continuous efforts to become stronger, bigger, and better. He encouraged the company to seize opportunities and strive to play an even greater role and assume greater responsibility in promoting the development of the coastal economic belt.

Kang Yanmin pointed out that the construction of the coastal economic belt is one of the “three major tasks” that the provincial party committee has tasked Cangzhou with accomplishing. It is a strategic undertaking that affects the overall development of the city, and all levels and departments must unswervingly accelerate its progress and ensure tangible results. We must fully leverage the advantages of our ports, vigorously promote the construction of terminals for containers, bulk cargo, and miscellaneous goods, strengthen cooperation with advanced ports, jointly develop and share domestic and international trade routes, and continuously enhance the quality and efficiency of port operations. We should focus on developing a circular economy, speed up the establishment of circular industrial chains within industrial parks, foster closer collaboration among enterprises, and effectively reduce costs while boosting efficiency. We must accelerate the construction of key projects, focusing on building, supplementing, extending, and strengthening industrial chains. We must remain firmly committed to attracting and nurturing large-scale, high-quality projects, seize the golden period for construction, go all out to expedite progress, and ensure that these projects are quickly put into operation and yield early benefits. We must vigorously implement an innovation-driven strategy, fully harness the role of enterprises as the main innovators, advance technological R&D of products, accelerate the integration of industry, academia, research, and application, especially by intensifying efforts to attract talent and expertise, improving supporting mechanisms, and truly making it possible to attract, retain, and help high-end talent thrive. We must solidly promote the effective linkage between consolidating and expanding poverty alleviation achievements and rural revitalization, strictly implement the “four no-releases” requirements, establish and improve mechanisms to prevent relapse into poverty, and, in combination with local cultural characteristics, coordinate efforts to build distinctive small towns and create beautiful countryside, thereby accelerating the realization of strong agriculture, prosperous farmers, and beautiful villages. We must maintain unwavering vigilance over work safety, continue carrying out comprehensive inspections and rectifications, strengthen safety training, raise safety awareness, and comprehensively enhance our capacity and level of work safety. We must provide dedicated, heartfelt, and vigorous services and support for veterans, fully implement all relevant policies, earnestly carry out employment and entrepreneurship assistance, relief for those in need, and widely publicize exemplary deeds, continuously enhancing veterans’ sense of gain, happiness, and honor.

Kang Yanmin emphasized that all levels and departments should strengthen organizational leadership, enhance their sense of responsibility, and continue to deepen the “Three Guarantees, Four Supports, Six Protections, and Five In-Place” initiative. Taking the “Two Transformations, Two Promotions, and Three Reflections” campaign as an opportunity, they should focus on key areas such as enterprise development, project construction, ecological and environmental protection, improving people’s livelihoods, epidemic prevention and control, and ensuring safety and stability.
